This is painfully naive--and dead wrong. Presidents don't get "shoved to the side" so that the VP can run things. During the Reagan administration, Bush had less influence, less power than an ordinarily nearly powerless VP because Reagan was essentially fucking brain dead, and the WH staff didn't want to cede any power to the normally useless VP's office. A senile POTUS like Biden means that his Chief of Staff and other more anonymous Oval Office advisors have all the power in their hands, so there's no way they would ever defer to Harris or any VP until the VP is actually assumes the office of the presidency. Twitter's Ellen Lee is prob quite sincere and intelligent, but not knowing how basic shit works and not knowing even relatively recent history is a legit weakness of these newly political folks on the left. As Malaria Trump would say, "be better".
And yes, Dick Cheney is the counter to this reality, but while Cheney did in fact wield extraordinary power in the Bush administration, that was because of his apex status in the GOP of 1999; Cheney chose himself as VP so he could control Bush and direct the administration. Cheney had this power before Bush was even formally nominated. Cheney never assumed power of a brainless and feckless W--he had it from the beginning as part of the neocon project to cement their control of the GOP.
